II. PURPOSE

The overall purpose of PAHO-FEP/CDC/EPA EHI initiative on the border is to strengthen the environmental and public health systems in this region and, in doing so, to improve health and the environment.

This EHI initiative intends to validate and test the implementation of specific indicators that establish a link between health and environment through the comparative assessment of the status of the environmental quality and public health before and after implementation of activities that support the Border 2012 program.

These types of projects will serve as proof-of-concept projects for other similar environmental improvement projects in the future.  Since health surveillance is costly and time consuming, this initiative will attempt to provide surrogate measures for assessing effects and impacts.  The successful indicator will have long-term prospects for border environmental health research.

Therefore, PAHO-FEP is soliciting letters of intent for environmental health indicator pilot projects.  Successful applicants will then be invited to submit a full proposal.  Projects will be not more than 18 months in length. It is anticipated that 3 - 5 pilot projects will be selected. The amount awarded will range between $50,000 and $150,000 dollars each.  Included in this RFP are the details regarding the letters of intent and proposal guidelines.
