When an adverse event affects a community, it tests the response systems to relieve the negative consequences on the population and its environment. There are two steps that the organized society can follow in a long-term: be satisfied with what was done and not done, or, to analyze its actions and to seek ways to improve both preparation and response in order to achieve more satisfactory results the next time a disaster occurs.
This commitment is reflected in the present document, which synthesizes a process of socialization of the actions and omissions of the agencies that intervened in the response to the emergency in the months of August and September 2006 by effect of the torrential rains that ravaged the three states, New Mexico, Texas, and Chihuahua (Mexico) on the border between the United States and Mexico. << Download the book (PDF 58.35 MB) >>
