INSTITUTIONAL CAPACITY FOR THE DEVELOPMENT OF HEALTH PROMOTION
 ALONG THE US-MEXICO BORDER

Instructions

The purpose of this questionnaire is to update and compare data on the progress towards achieving institutional capacity for health promotion along the U.S.-Mexico border.  PAHO uses a conceptual Health Promotion framework based on the principles established by the Ottawa Letter that were further developed by regional and international agreements (Adelaida 1988, Sundsvall 1991, Bogotá 1992, Caribbean Charter 1993, Yakarta 1997, México 2000 and Chile 2002) in addition to the Healthy Border Program.

The Ministers of Health who represent the Member States in the Region of the Americas requested support from PAHO to strengthen their capacity to examine progress towards meeting the objectives of these agreements.  PAHO has made a commitment as part of its workplan to generate a report documenting institutional capacity for the development of health promotion along the U.S.-Mexico border.

Your participation in the process of assessing the work that Mexico and the United States has developed in public health at the local, state and binational levels is extremely important.  Please respond to the questions based on your vast knowledge of public health issues within your work environment.The questionnaire is divided into the following sections:  (1) Leadership and Advocacy
(2) Healthy Public Policies (3) Structure (4) Action Plans for Health Promotion
(5) Reorganization of Health Services Towards Health Promotion (6) Healthy Environments (7) Civil Society and Community Participation (8) Networks (9) Capacity Building for Health Promotion (10) Communication and/or Education Strategies, and
(11) Evidence of Health Promotion Effectiveness.  In addition, we ask that you provide a synthesis of achievements in the development of Health Promotion in your entity and along the U.S.-Mexico border.

The terms intersectoral council or committee refer to the planning groups made up of different sectors (Health, NGO, Universities, Environment, Legislative or Legal, Private Sector).  Please print your responses so that it is easy to transcribe your answers, and mark the appropriate responses with an X.
